I would suspect that this is smuggled booze, but it is possible that the
operators of the business have a liquor licence, or are selling multiple
full cases and relying on the fact that (AIUI from a quick google)
wholesalers don't need a licence.

I think they do. But, although legal requirements apply to those who
sell booze (licensing), and to those who buy it (age etc), I don't
believe there are any for those who merely deliver it.
