Of course it is not just one.

But it *is* still isolate incidents.

Which is why such incidents still make the national press.

I had some fun a while back posting questions from a sample police
entrance examination. These showed that the paper was designed to
check that the candidate understands simple English but little more.
A reasoning ability at the level of a typical seven year-old is
probably sufficient.

Whether that equates to a "reasonable level of intelligence", I leave
to the reader to judge.

Personally, I think that a PhD should be the minimum requirement but
even that doesn't mean much nowadays.

I disagree. I think it more likely than not that there are hundreds
of incidents every single day where the target of a police interaction
is left with the impression that the police have abused their
authority. Especially, but not only, those targets who are black.
