If there is to be a change to be made in the system
..... we will change the system. (Gordon Brown, in clunking fist mode)
Although at first glance a statement of the bleedin obvious, I think what it probably means is, "we will take the credit for changing the system". http://news.bbc.co.uk/1/hi/england/s...re/7750000.stm
