Neighbour trouble by

Hi, I'm wondering if you can offer some advice on the following problem.
We have a housing association tenant across the road making a nuisance of
himself by running a car repair business from home. He currently has three
cars parked in the road and only one is taxed and I guess none are insured.
On one occasion a car had been left up on bricks with no wheels on for
several weeks in one the...

My sister owns a 1 bedroom flat (95 year lease) and wants to continue to
live there but to rent out the lounge to a lodger, the room effectively
to be used as a bedroom. Is this legal ? Are there any implications
with regards to insurance or liability ? (bearing in mind that neither the
landlord or insurance company will not be informed as no structural changes
will be made)
