I paid extra for insurance on an item I purchased on eBay, but the seller sent item by 1st class royal mail. I would assume that it is fraud to take money for a service which is then not provided. Am I correct? Or has the seller commited some other type of criminal offence?

When a property has been repossessed, are banks bound by any timescales by which they must "dispose" of it ? i.e. are they entitled to simply keep it vacant until they think the market has turned around enough to make some money (leaving the defaulting ex-buyer in limbo ?)
