Time limit on NI contribution demands? by

Hello,
Is there a time limit in which HMRC can demand payment of NI
contributions? I ask because I have just received a demand for
"Recovery of overpayment of Minimum Contributions" to my personal
pension scheme for the tax year 1998-1999, for a considerable sum of
several hundred pounds. Now is the first time I have heard of this.

Insurance paid for but sent by 1st class only by

I paid extra for insurance on an item I purchased on eBay, but the
seller sent item by 1st class royal mail.
I would assume that it is fraud to take money for a service which is
then not provided. Am I correct? Or has the seller commited some other
type of criminal offence?

I was left some land by my Great Aunt and grandfather. However the deeds were never changed from my great-grandfathers name. The land is not registered with the land registry and I cannot find the deeds.

Repossessions / timescale for "disposal" by

When a property has been repossessed, are banks bound by any
timescales by which they must "dispose" of it ?
i.e. are they entitled to simply keep it vacant until they think the
market has turned around enough to make some money (leaving the
defaulting ex-buyer in limbo ?)
We've noticed three repossessed on a relatively new estate, all on the
same row of houses on the same side of the road...
