Default Trespass

Has anything happened about this, I haven't heard any more about it?

I see from the newspapers at the week-end that the government are to
introduce a bill to criminalise trespass.
If this becomes law, everyone in the country will become a criminal in
short order. Clampers will go out of business overnight since all a
landowner has to do is call the police if someone parks on their land
without consent. Neighbour disputes will be a thing of the past since
warring neighbours will call the police to have the other neighbour
arrested and incarcerated.

The homeless who camp in shop doorways will be arrested and
imprisoned.

The police will have no personnel left after attending to all these
accusations of trespass. Trespassers really will be prosecuted at
last!

Or, in the vain hope of attracting a reply, does anyone who heard about
this at the time remember any details?
