Default Q regarding Non-Domestic National Rates (NNDR)

I returned from holiday on 24th Sept. to find a letter from the local
authority threatening recovery proceedings for NNDR for the periods
04/06-03/07 and 04/07-03/08.
I have never received the original bills nor any reminders/threatening
letters etc.
I immediately called the authority to state this and asked for copies to be
either sent/faxed/emailed to me.
At that time I also asked for the dates when the bills had been issued. I
was told that they were both issued in 'early September 2008'.
I questioned this and it was confirmed again.
I also asked what to do about the threat of recovery proceedings and was
told 'don't worry, I'll put a note on the file and no legal action will be
taken at this time'.
I have yet to have sight of the bills.

In my mail today I have received a summons to the Magistrates Court for
recovery of the amounts concerned, which runs well into 5 figures.

This morning I spoke with the authority and again requested copies of the
bills. Was told they would be sent by fax immediately.
Nothing received as yet.
As an aside, I think it extremely heavy handed of the authority to issue
legal proceedings for recovery of a supposed debt that they have billed
within the last 30 days.

Finally, as these NNDR bills were issued in September 2008 for periods long
expired, are the bills valid?
Links to any relevant legislation would be much appreciated.
