it?

I don't think there are any human rights people other than lawyers who
specialise in human rights issues (such as the barristers at Matrix) but
someone might perhaps correct me if I am wrong.

If you are troubled by noise caused by a neighbour, you might be able to sue
in nuisance. If the noise is caused by a railway or by aircraft or heavy
vehicles, your options are probably very limited.

The first port of call should be the local authority, who have a
statutory duty to deal with noise complaints; some are very good at
it, and some are very bad.

Do you know where it's coming from ?

For example is it a low-level background noise & you can't identify the
source, or is it noise caused by a neighbour playing music too loudly or a
similar noise the source of which you can identify ?

Start with the local authority. A lot will depend on what the noise
is, the level of noise, who makes it, why it's made and how far away
from you it is.

That's true. Environmental Health. Worth a try, anyway.

Try the local council first.

1) Telephone.

2) Your local environmental health department will be your first port of call.

I seriously doubt you will want to be taking this issue to the ECtHR, and pursuing the environmental health route will be a little cheaper.

Had a look, but it was very difficult to understand, and there was no way
shown of being able to contact them.
