For example is it a low-level background noise & you can't identify the source, or is it noise caused by a neighbour playing music too loudly or a similar noise the source of which you can identify ? -- Joe Lee |

I seriously doubt you will want to be taking this issue to the ECtHR, and pursuing the environmental health route will be a little cheaper. |
