A local village which I drive through on my daily commute is holding a
parish council meeting regarding proposed speed humps on the road.
Firstly even though I don't live within the parish can I attend this
meeting?
Secondly is it possible to obtain information from the police/council about

Yes. I had three at one time. It's not uncommon, for example in a
divorce situation when one partner moves out of the family home,
continues to pay the mortgage on it, and buys a new home to live in
with another mortgage.

Unlike in many countries, we do not have a tradition of using notaries
internally.
However, for setting up bank accounts abroad, or travelling with minors
to USA, notaries need to be used.
My question is: are the notary details actually checked? What is
stopping someone from buying a stamp in the name of a (ficticious)
notary and stamping his/her documentation with such a stamp?

complained about him to his ISP. Since then he has resorted to low-level
harassment forwarding me emails like adverts from large electronic
stores, that kind of thing.

A friend of mine paid a hefty sum for a boat from a boat broker. Two
friends who are quite knowledgeable in such accompanied him to view this
boat. One critical question was the boat used in fresh water and was there
