Car tax. Paid for but not rcvd by

My wifes car tax expired at the end of August.
We went on holiday on 18 August and returned Sunday 7th September.
18 August I posted off the car tax reminder with MOT certificate, insurance
certificate, and my cheque in payment. 1st class stamp.
Done by post as I object to paying HMGOV anything more than I absolutely
have to.
On return home, no letter containing tax disc.

When do things on my land become mine by

If someone parks their car on my land (in Wales) I can take action to get it
removed but it is not mine.
If someone 'parks' a set of tyres on my land they become mine and I can deal
with them in any way I see fit.
Why doesn't the car become mine, or do I have to wait a certain length of

I have a bill for the costs up until the time I began to represent
myself - thereafter I have some details of the time I have spent in
