Payment to Charity by Public Sector Body by D.A.L.
I'm trying to find some legal guidance or even some legislation which states that a public organisation (council or hospital say), cannot make payments (or donations) to charitable organisations, except those made in the normal course of business for the supply of goods and/or services.
