There is no need for a Witness Statement to be either sealed, or time stamped.When serving witness statements one simply sends it direct to one's opponent. Witness Statements should only be filed with the Court if ordered; in any event they will usually form part of the trial bundle, and that bundle is, of course, eventually filed with the Court.
