Can I force a witness to appear in order to devend a civil action? by

Hello all.
I am about to defend a civil action for breach of contract.
In the contract, there is mention of a set of architectural
drawings which, I contend, were innacurate.
Is it possible to force the architect to appear in court when the
case is heard, in order that I can ask him some questions about
these innacuracies?

Is there any legal liability for a Tribunal panel (of three members)
which issues a judgement which is demonstrably perverse i.e. seriously
at odds with the evidence and the law?
For instance, if this causes one of the parties loss, and is intended
to do so, can this be considered 'Conspiracy to Defraud' or Fraud, or
any other such ?
I'm assuming these people have some sort of immunity which...

I have stacks of excellent photos of everything to get it sorted out.
I called my car insurance & they can sort out the damage to my car,
but when i asked about my building damage (a wall) they are not
interested, they said call your buildings insurer.

workload of doing building works to my ex partners house, who i lived
with in her house, the judge didn't want to address my evidence of me
paying half the household bills but did agree with me doing the works
