Recently moved to a new pad. Found this place via a local letting
agent. Let was advertised as all bills included. Letting agent assured
myself that this also included council tax.
My question is, can this be correct? Is it possible that a landlord is
able to pay council tax on my behalf? And when accessing council
services, how might I put my name forward as a council tax paying

1) Can anyone request a transcript of a hearing or only those directly
involved in a case?
2) The hearing is recorded on tape. Why is it not possible to obtain a
copy on tape as opposed to a typed version? In my case such a
transcript would cost in excess of £600

any form of legal tender in settlement of a debt, then the creditor
cannot refuse to accept it - if they did so, they would effectively be
