Hi,
A friend is having major problems with a neighbour, and I'm hoping
someone can help with some advice...
The neighbours in questioned have developed the flat under my
friend's, and there was a long drawn-out process whereby my friend
OK'd their final plans.. it's a long story, but there was to be a
skylight right outside my friend's window, and it was agreed (and is

Why ban mobile phones while driving but allow Ham radio and CB by

While the government has made it an offence to drive while using a
mobile phone, it has not criminalised using a Ham radio or a CB
handset per se. Why the distinction since all communications devices
do essentially the same thing and pose the same potential dangers?
Use of PMR handsets is also exempt from the legislation.
Are CBers and amateur radio enthusiasts better drivers while...

Legal right to a CD Windows disc by

About 18 months ago I purchased a Packard Bell computer from PC World.
The Windows operating system was pre-installed. There was a recovery
portion on the hard disc in case of problems. There was no Windows
disc included. I did as the handbook suggested, make a recovery CD
disc immediately on starting the machine.

Data protection, GP's records available? by

Am I now legally entitled to ask for a copy of my medical records from
my GP?
I phone them about this and they said they wanted in it writing. Ok so
I wrote and asked them - no reply yet. But afterwards I got the

Just seen the clip on the BBC news site of a 'hoodie' making a gun
gesture toward David Cameron.
The subsequent interview with said young 'hoodie' demonstrated their
clear lack of social skills, education, or discipline.
I actually felt quite angry that these hooligans are actually walking

had it:
If you get sent an automatic (new) insurance certificate with your new
motor insurance quote, you phone to negotiate the price, fix up the
price, they say they will take the money (they have your cc details and
authorisation) and then don't are you still insured?
What about if you don't notice they have not taken the money for many
months?

Faulty Graphics card by

On the 8th February I purchased a graphics card from an online shop.
The card did not work from the off and kept causing my PC to crash
along with many other things that I wont bore you with. The T&C's on
their site say that had I of returned it within 7 days and the fault
was found I would get my money back.*

I parked in a pay-and-display on a main road, bought a ticket,
displayed it, and went off. When I returned within the allowed time, I
was surprised to find a yellow ticket. I eventually found that the
ticket was for parking in a residents' bay - not all of the bays were
pay-and-display. So I have been caught because I didn't read the signs
carefully enough, and I accept this.

Can anyone clarify the legal hours when a marriage can be conducted in
England?
I seem to remember that a marriage service had to be completed between
sunrise and sunset. But I cannot find the verification of this
regulation anywhere.

I understand that speed camera detectors are to be outlawed as from
tomorrow. As the Road Angel doesn't detect cameras but merely shows
them on its map, is that illegal too?

know... What would happen if someone took out a personal loan(say
£25k for the longest repayment period possible), buggered off around
the world for a couple of years(whilst making the repayments) then
came back and declared themselves bankrupt?

death of the unborn child/foetus/embryo/fertilised egg counted?
Does it make any difference how far advanced the pregnancy is?
And (if there has been such a gruesome case) if the principal intention
